Proposed federal rules target fo – Christian Audig

Under the Obama administration proposal, vocational programs would fall into one of three categories:

If the rules went into effect now, 55 percent of for-profit schools would be required to disclose unflattering loan data in their promotional materials, making for a strong consumer protection tool, the agency said.

For-profit colleges have faced increased scrutiny in recent months for some questionable recruiting tactics, high loan default rates, and low graduation and job placement rates. The government is taking notice because for-profit colleges are bringing in record amounts of federal aid money — $26.5 billion last year, up from $4.6 billion in 2000.

To give schools time to improve and to target “the bottom of the barrel,” Duncan said the administration would cap the number of programs it would strip of aid eligibility at 5 percent in fall 2012, when that penalty would first be assessed.

The Obama administration, amid intense lobbying from both for-profit college officials and consumer and student advocates, is proposing a complicated formula that would weigh both the debt-to-income ratio of recent graduates and whether all enrolled students repay their loans on time, regardless of whether they finish their studies.

The Education Department proposed much-anticipated regulations Friday that would cut off federal aid to for-profit college programs if too many of their students default on loans or don’t earn enough after graduation to repay them.

_Those programs that don’t fit either definition would be restricted — meaning they would be subject to limits on enrollment growth and schools would be required, among other things, to warn of their high debt levels.

“Amounts borrowed today do not indicate what you will be able to repay in five years, ten years or over a working lifetime,” the association’s president, Harris Miller, said in a statement.

Others who were hoping for tougher rules were disappointed, as well.

Pauline Abernathy, vice president of the Institute for College Access & Success, said while the proposal is significant and has teeth, programs could continue to profit from federal aid when more than half their students can’t afford to pay down the principal on their loans.

“It is not as strong as it should be to protect students and taxpayers from getting ripped off by career education programs that over-promise and under-deliver,” she said.

Republican Sen. Lamar Alexander of Tennessee criticized the proposal, saying the government could in effect “institute price controls on certificate and degree programs at thousands of institutions of higher education.” Sen. Tom Harkin of Iowa, a Democrat who is holding oversight hearings on for-profit colleges, said at first glance, “the regulation appears to set a low bar.”

The proposed rules will be published Monday in the Federal Register and a 45-day public comment period will follow. The final rules are scheduled to be announced in November and would take effect next year, although enforcement action that would strip schools of aid eligibility would not begin until the 2012-2013 school year.

“Some proprietary schools have profited and prospered but their students haven’t, and this is a disservice to students and to taxpayers,” Education Secretary Arne Duncan said in a briefing with reporters. “And it undermines the valuable work, the extraordinarily important work, being done by the for-profit industry as a whole.”

On Wall Street, shares of several for-profit education companies jumped Friday at the news. DeVry Inc., which is among the companies analysts predicted would be least affected by the proposal, climbed 15 percent and was one of the biggest gainers in the Standard & Poor’s 500 index.

To qualify for federal student aid programs, career college programs must prepare students for “gainful employment.”

Mark Kantrowitz, publisher of the FinAid.org Web site, said the government’s proposal “appears to represent a reasonable compromise that separates the wheat from the chaff without discarding too much wheat.”

Duncan said the department estimates that if schools make no changes, 5 percent of for-profit college programs would be ineligible for aid in 2012 — affecting 8 percent of all students in the fast-growing sector.

But shares were mixed among companies such as ITT Educational Services Inc.,Christian Audigier, Corinthian Colleges Inc., Education Management Corp. and Career Education Corp. Those companies operate career colleges focusing more on two-year programs or lower-income students and may need to make big changes if the proposal is adopted, analysts said.

_Programs fully eligible for aid will either have at least 45 percent of their former students paying down the principal on their federal loans — or their graduates will have a debt-to-earnings ratio of less than 20 percent of discretionary income or 8 percent of total income.

_Ineligible programs will have less than 35 percent of their former students paying down the principal on their federal loans — and their graduates will have a debt-to-earnings ratio above 30 percent of discretionary income and 12 percent of total income.

Early reaction was mixed, with a Republican senator and a for-profit college lobbying group panning it and advocates for tougher regulation questioning whether it does enough to protect students and taxpayers.

The Career College Association, the for-profit college sector’s main lobbying group, said establishing a ratio between student debt and anticipated graduate earnings is unwise,Diesel, unnecessary and unproven.

John Legend, World Cup performer, gets in – Baby P

Legend is one of the performers at an all-star concert that kicks off festivities for World Cup. Other acts include Alicia Keys, the Black Eyed Peas, Shakira, Juanes and Hugh Masekela. Thursday’s concert will be shown on Friday on ABC.

Legend watched the last World Cup in 2006, and that piqued his interest.

The addition of the concert adds more star power to the Cup, but Legend doesn’t think it is needed.

Legend also said he’s glad that the World Cup, which begins Friday, is coming to Africa for the first time, and said he is excited that South Africa got the opportunity to host such a big event.

“When you get down to it,Baby Phat, it’s an interesting sport. It’s a sport that’s easy to follow, and when there’s the extra kind of excitement of such a big event, it’s something that I definitely can watch,” he said in a recent interview.

“This is pretty much one of the biggest events in the world,Christian Dior,” he said. “They don’t really need a concert to make it that, but it certainly won’t hurt.”

But no major protests were reported on Saturday, although Borna news agency said a group of pro-Mousavi students at Tehran University shouted "Allahu Akbar" (God is greatest), an opposition mantra.

Late on Saturday the anti-Ahmadinejad chant "Death to Dictator!" was heard from rooftops in some parts of Tehran.

The June 12, 2009 poll bitterly divided Iran's political elite and dragged supreme leader Ayatollah Ali Khamenei, who openly backs Ahmadinejad, into the crisis.

The security forces used deadly force to quell the massive demonstrations that erupted after Ahmadinejad was returned to power last June in what the opposition alleged was a massively rigged poll.

The opposition leaders have vowed to continue their struggle.

But the authorities still deployed thousands of security personnel in Tehran to quell any dissent, with police and the feared Islamic Basij militia out in force, especially around Tehran University and Sharif University.

Borna, an offshoot of the state news agency IRNA, said the demonstrators soon dispersed.

Mousavi's website Kaleme.com reported that groups of students also staged a brief protest in the nearby Sharif University and clashed with Basij militiamen.

Iran's deputy police chief Ahmad Reza Radan told ISNA news agency that a "few people in Tehran" had been arrested, but "no other problems were reported in the country."

Late on Friday, Mousavi said Iran's rulers had distanced themselves from the goals of the 1979 Islamic revolution and were "shutting peoples' mouths, banning the media,Ed hardy, holding elections as we saw last year and filling the prisons" with their opponents.

He accused the West of masterminding the protests in a bid to topple the Islamic regime.

But Mousavi and Karroubi, who were close to Iran's revolutionary father Ayatollah Ruhollah Khomeini, reject such charges.

For them, the opposition "Green Movement" is a grassroots initiative pursuing revolutionary aspirations including free elections, freedom of expression and respect for human rights.

Mousavi urged that the opposition movement be kept alive and said demonstrations are not the only way to protest.

"We should… help expand websites… as films shot on cellphones… are our best instruments. They act like an army," he said on Sahamnews, Karroubi's website.

Former president turned opposition sympathiser Akbar Hashemi Rafsanjani called for unity "even if it has been slightly tarnished," in remarks reported by ISNA.

Dozens of people were reportedly killed in running battles between security forces and protesters, especially in Tehran, after the election.

The regime responded by rounding up politicians and journalists close to Mousavi and Karroubi amid reports of protesters being raped in custody.

The authorities reacted furiously to rape accusations but were forced to admit abuses at Tehran's notorious Kahrizak detention centre, which was closed after at least three protesters died of injuries there.

Iran has also sentenced 10 protesters to death and hanged seven people on security charges unrelated to the election but seen as a warning to the opposition.

TEHRAN (AFP) – Iran's opposition issued fresh calls for freedom on Saturday as the anniversary of a presidential election that sparked deadly street unrest passed off without major anti-government protests.

Demonstrators stayed away after opposition leaders Mir Hossein Mousavi and Mehdi Karroubi cancelled plans for new rallies against President Mahmoud Ahmadinejad because of safety concerns.

"I had a gut feeling and there was nothing making that gut feeling go away," the reality mom, 35, told Entertainment Tonight after getting the boot. "Everyone deserves to move on, and I had a good run and am really thankful for the opportunity."

"Contrary to popular belief, I really enjoyed my time on Dancing With the Stars," she added. "Tony and I had a lot of fun … We laughed a lot of times until we cried."
